vietnam doption  Vietnam reopens to international adoption for U.S. citizens efffective September 16, 2014!

 

After an almost six years, Vietnam has reopened to adoption by families from the United States.  The U.S. Department of State and Vietnam's Department of Adoption has initiated a new agreement allowing intercountry adoptions to resume through a special program to serve orphaned children who are older or have special needs ("Special Adoption Program").

 

Children available through the Special Adoption Program are:

  • Children 5 years and older
  • Children with medical and/or developmental needs such as: cleft lip and palate; visual impairements, hearing impairments, limb deformities, heart disease, HIV infections, orconditions that require lifelong care
  • Biological siblings groups
Adoptive families must meet the following criteria: 
  • Heterosexual married couples and single persons
  • Married for at least 2 years for first marriage; married at least 3 years for a second marriage
  • Ages 25 - 55 years old
  • Parents must be at least 20 years older than the child to be adopted
  • No more than 5 children in the home prior to the adoption
The Special Adoption Program is Vietnam is only a couple of days old.  Thus, the typical wait times, costs, and travel are still being determined.  It is anticipated that Vietnam will require one trip of 2 to 3 weeks.  
Vietnam's Central Adoption Authority, the Ministry of Justice, has authorized two U.S. adoption service providers to faciliate intercountry adoptions in Vietnam:
1.  Dillon International, Inc. at www.dillonadopt.com
2.  Holt International Children's Services, Inc. at www.holtinternational.org
Family Connections, Inc., an authorized New York State adoption agency that has achieved Hague Accreditation from the Council on Accreditation, provides home study investigation and post-adoption supervision services for families adopting internationally.  The agency supported approximately 100 families adopt from Vietnam in the past and we now look forward to helping families adopt from Vietnam through the Special Adoption Program.   We can work collaboratively with either Dillon International or Holt International Children's Services for families wishing to adopt from Vietnam.  The Agency supports families throughout New York State including Syracuse, Binghamton, Elmira, Rochester, Albany, Utica, Watertown, New York City and all towns in between.
