ss19Families who wish to adopt a child from a foreign country have many adoption choices. You can choose the country from which to adopt, the gender of the child, the age of the child, the ethnicity of the child, the needs of the child, etc. There are many adoption options. To adopt a child internationally you will use the following adoption services:

  • Home Study Investigation Services:  All families wishing to adopt a child must complete a home study investigation with a licensed/authorized adoption agency within their State of residence (for example, Family Connections, Inc. in New York State).
  • Adoption Training and Preparation Services:  All families adopting a child internationally must complete ten or more hours of adoption training.  This training may be provided by your home study provider agency, your international adoption placement agency, or by an on-line training provider but it must meet Hague requirements.
  • International Adoption Placement Services:  To adopt a child from a foreign country you must work with a Primary Provider agency that is authorized to place children for adoption in the country from which you wish to adopt. Your Primary Provider agency may or may not be the same agency that provided you with home study services.  If it is a different agency, your home study services provider will work collaboratively with your Primary Provider agency in the adoption of your child. Family Connections, Inc. is a Primary Provider for the countries of Belize, Bulgaria, Honduras, Hungary, Jamaica and Pakistan.
  • Dossier Preparation Services:  All families must produce a dossier - a collection of documents (e.g. birth certificates, verification of assets, marriage certificate, health reports, etc) that constitutes your application to the country from which you are adopting.  Most  Primary Provider agencies assist families with the creation of their dossier; occasionally home study service agencies provide this service.
  • Citizenship and Immigration Services:  All families must be pre-approved to adopt a child from a foreign country by the United States Citizenship and Immigration Services (CIS).  All families must then immigrate their child through the United States Embassy (via Citizenship and Immigration Services) in the country from which you are adopting. Your Primary Provider agency and home study services provider will assist you through this process.
  • Post Placement Supervision and Support Services:   Once you are home with your child, your home study services provider will provide your family with support and guidance as you and your child adjust to being a new family.  Most countries have required periods of supervision by your home study services provider.  Your home study social worker will visit with your family and report on your child's and family's progress to your child's country of origin.
